Created Issue: replace all platform dependent synchronization primitives with stl version [198]

Starting from Dev14, ppltasks will no long provide definitions for
(scoped)_recursive_lock_t
(scoped)_read_writer_lock_t
critical_section_t
etc..

We need to make Casablanca only depends on STL
and write platform independent primitives base on stl primitives.
